Cádiz — three thousand years on an Atlantic peninsula

Cádiz claims the title of the oldest continuously inhabited city in Western Europe, traditionally founded by Phoenician traders from Tyre around 1104 BC as Gadir, a walled trading post guarding a sheltered Atlantic bay. Greeks, Carthaginians, Romans and Moors all held the city in turn, drawn by the same narrow peninsula that still defines Cádiz today — an old town so tightly packed between sea and city walls that its plazas serve as the neighbourhood's only open ground.

That geography made Cádiz Spain's last redoubt during the Napoleonic Wars: besieged by French troops between 1810 and 1812, the city sheltered the national government and hosted the Cortes that drafted Spain's first liberal constitution, affectionately known as "La Pepa," proclaimed in 1812.

A constitution born under siege

While Napoleon's troops held nearly all of Spain, the Cortes de Cádiz met inside the city's walls and drafted a document that limited royal power and established national sovereignty — radical ideas for 1812. Cádiz marked the bicentenary of "La Pepa" in 2012, and the monument to the Constitution still stands in the city's Plaza de España.
