San Marino — seventeen centuries of self-rule on a single mountain
Tradition places San Marino's founding on 3 September 301 AD, when Marinus, a Christian stonemason from the Dalmatian island of Rab, is said to have climbed Monte Titano to escape the persecutions of Emperor Diocletian and founded a small community there. Whatever the precise historical truth behind the legend, San Marino's institutions have endured with remarkable continuity: the first Captains Regent, the pair of heads of state who still alternate every six months, were elected in 1243, and the republic's earliest written statutes date to the same century — making it, by its own claim, the oldest surviving constitutional republic in the world.
That long survival, achieved through diplomacy rather than conquest, left San Marino's historic centre remarkably intact atop its 739-metre mountain. The Three Towers — Guaita, Cesta and Montale — have crowned Monte Titano's three peaks since the Middle Ages, becoming the republic's most recognisable symbol and appearing on its flag. UNESCO inscribed the historic centre and Monte Titano as a World Heritage Site in 2008.

Watch live →In 1861, San Marino's Great and General Council sent President Abraham Lincoln an honorary citizenship, along with a letter praising the American republic. Lincoln wrote back that San Marino proved "that government founded on republican principles is capable of being so administered as to be secure and enduring" — a small nation's endorsement from the leader of a much larger one, still on record between the two republics.
